Western States Water Policy (1992)
Under the Western Water Policy Review Act of 1992 (P.L. 102-575, Title XXX) Congress directed the President to undertake a comprehensive review of Federal activities in the nineteen western states which directly or indirectly affect the allocation and use of water resources, whether surface or subsurface, and to submit a report of findings to the congressional committees having jurisdiction over Federal water programs.

 US Water News - is available online, from the University of Colorado. The site features information pretaining to the private water industry. One of the links, available on the site, the  Water News Letter, reports news of interest in the area of water investments in the United States. 

The history of Riparian ownership vs.The Doctrine of Appropriation, is the subject of  the document,  A Hundred Years of Water Irrigation in Colorado 1982 -1952,  published in 1952 by the Colorado Water Conservation Board. The document is available for download, as a pdf, on the website of the University of Colorado.
