** Considering time has always been limited in special education classes, positioning students in supportive devices for lying down, sitting, and standing has often been considered the totality of the motor program.  Using substitutes (wheelchair and positioning devices) for motor skills is not the same as teaching motor skills.  Remember that teachers, occupational therapists, and physical therapists should be careful to maintain a clear distinction between the two.  Appropriate movement (not inactive positioning) is the key to improved health and independence.
